It's called wasting time. The bill is meaningless and was only brought forward so the GOP could waste time. They first voted for it, then used more "clock time" to do a procedural tactics to vote against it. The GOP is acting like a 2 year old child because they can't get their way. I think you missed the entire point behind the column and the article. It was a tongue and check approach at showing you how useless they have become. Remember your tax dollars are being wasted while they do this kind of useless BS.

Next time you wonder why nothing gets done by your govt, that actualy helps you.. look back to this and understand why.
