Okay...excuse my ignorance...but did anyone realize that all international paypal transactions are processed through the U.S Federal Reserve?

So basically if you are a foreign webmaster (thank god i am not), all your banking information is logged and processed by the US Gov't. Anyone can set me straight on this?

Is that why some countries are banned from some Affiliate programs?
