Basically, the way to get listed is by allowing people to put their email in, and then sending them emails they don't like.
It's not policing the net and all that, is actually doing all serious/quality email marketeers a favour, by driving out the sort of muppets that just collect and spam emails.
It's certainly not easy to be joe-jabbed, seeing how the jabber'd have to have access to forms on your website.
If newsletter quality overall improves that won't be a bad thing.
