Most cities do NOT have an intricate subway system, bus stops, etc. That is why we consume so much oil. Getting around in Vegas without a car is next to impossible unless you live within the city. Living in any suburb is next to impossible if you want to get anywhere within 2 hours using public transit.
If I lived in a place like SF, I'd need no car. I'd be fine with cable cars and a car to take if I decide to get out of the city for anything.
