Why?

Because if you're old enough to operate motor vehicle, you're old enough for sex. Driving requires a great deal of maturity. One wrong move and you can kill yourself, your passenger, pedestrians, or other drivers. Hence, if the goverment deems a person mentally mature enough to drive a vehicle at age 16, you should be old enough at that age to also decide who you want to fuck.
