In this case it depends on the bandwidth you are buying.
If it is cogent, you can get a better deal
If it is Global Crossing, its a steal... I know for a fact that most people wholesale gc at just under 50 cents.
If it want premium bandwidth .60 is the best price you could get, if you want crap... you can get it cheaper.
