That's a seriously heavy use of the Smart Blur feature in Photoshop

Personally I think you have the threshold set too intense ... try this ... do your smart blur ... then go EDIT > UNDO ... then immediately go EDIT > FADE SMARTBLUR > 50%

I guarantee you'll like the results
