your best bet is to go to elance.com and outsource your project to some programmers in india , russia, or romania, to name a few. They have really good programmers and they are the cheapest ones you will find.
Just post your project on elance, and go with the bid thats the cheapest price yet from someone with the most / best feedback rating. How can you go wrong with that?
