I am not to sure about the perticulars to this system and how it is setup but I would caution you on unarbitrarily or automatically withholding payment or disabling accounts which are listed by others in any "blacklist" type system. It would possibly be more prudent to just request the listed affiliate to provide more identification information or flag for further account review. Sounds like if a program manager has any issue with an affiliate outside the realm of cheating they could cause serious harm to a legitimate person. There is a reason stores don't anymore post in public bad check writers but report them to national databases which are government by laws like the Fair Credit Reporting Act allowing consumers rights to dispute and privacy.
