The passing lane is for passing - blockading is illegal. I've seen police in New Jersey pull people over for hogging the passing lane, even at the speed limit. NJ is among the few states where the drive right, pass left law is actively enforced.
Blockading is very dangerous - not just for you, but also dangerous for the driver aside of you that may no idea that you're purposedly blocking traffic flow - they can potentially find themselves in a crash caused by you enraging others.
With that said, tapping the break a bit can sometimes help others back off, but a better way is to be aware of cars coming up behind you and adjust your passing speed accordingly so you're out of their way in a timely manner.

Driving the speed limit doesn't always conserve fuel - for one, the optimal fuel efficient speed will in many instances be lower (or sometimes higher) than the posted speed limit.
Hope you're not one of those folks who drives 50 or so in a 65 zone (seeing that a lot more these days) ... 50 can be very efficient, but a sure way to get rear-ended eventually, assuming one isn't pulled over first for impeding traffic.
