It is not the absence of boobs issue she is having - she is insecure and shy to appear naked on the web with what she got. To help her with her confidence you should show her samples of other successful girls with small boobs and remind her that some guys dig really small breasts.

Very well put. Yep, to young to be even thinking about the surgery. I'm not a doctor, but think many would say the same thing. Sure you would find someone to do the work... After all doctors are in biz to make money too.
