1. They do have "TSA locks" which can be opened by TSA employees but supposedly not by baggage handlers and 2. if they don't like the zip locks, all they do is cut them off and you're right back where you started from if you hadn't put them on in the first place

They're not going to arrest you or anything for having them on there.
