Unless you are on a dedicated server I don't see that there is any reason to bitch or request a refund. Things happen no matter what the setup. If they have treated you good overall and are working hard to fix the problem then I would stick with them.
If you don't like them just move. Why would a refund of hosting fees make you want to stay with a host that you think is doing a bad job?
