I still feel he has a lot of power. Take Bush for example. He had a Republican Congress that would rubber stamp anything he wanted. He had a lot of power to change budgets and tax codes. He was able to select the Fed Chairman. He is ultimately responsible for signing off on bad energy, financial, and medicare policies that have hurt our economy. He is responsible for putting people in the DOJ in power. A DOJ that sat back and allowed crooks to pillage through people's 401ks and pensions.
Sure he can't point his finger and say "change this now" (although he has the power to sign executive orders), but he does have a lot of influence politically and legislatively in determining what gets done.
