Seems loosely based on "the Mysterious Stranger," a shortish story by Mark Twain (whose, apparently, also the guy with the mustache represented in the cartoon there).

Been a long while since I read the story, but I remember that the lead (and title) character in the story was an odd man (and stranger) who comes to town one day by the name of "Natasha"... and, by the end of the story, you finally realize that "Natasha" backwards spells, "Ah, Satan"... and that the lead character is Satan, playing around with mankind as his toys.

One of his freakier stories, and, no doubt, the inspiration of that cartoon.
