Actually according to Ontario law, everything from spinning your tires, popping a wheely on your motorcycle, or even revving your engine at a stop light can be considered "street racing" now. It's up to the officer's discretion. This new law is bullshit.
That is why I am so bitter on this subject. Just another tax grab by our government.
They had plenty of fines and charges in place to handle things like this already, but they had to go and bump up the fines again to a maximum of $10,000 for petty things that would normally bring less than a $200 fine, plus they take your vehicle for a week.
If a cop tries to take my car for a week because I spun my tires, he's going to be taking me away in handcuffs. I might as well make the crime suit the punishment.
