I have found that a proper menu structure (site flow/spider flow), backed with steady keyword positions, plays a major role in getting site links.

whats weird is my site ranks #1 for what would be considered popular terms in its niche and the sitelinks do not appear with all the terms, just some of them. Anyways, its a nice feature, I use it often when googling, gets you right to the info you're after.
