Depending on the power of your text morphing software of course, but IMHO I think it's better to have a VERY basic, strictly defined synonym list and then to spend most of your time developing synonym phrases, sentences or even paragraphs. Then you can be pretty confident your text makes sense most of the time even when you jumble the order of sentences in a paragraph.

Otherwise you get gibberish more often than you would think as in...

"Air travel to New York city is very congested in the Summer"

becomes

"Oxygen movement to recent York large town is very stuffed up in the hot months.
