You're thinking of it as a "Server" point of view instead of "Marketing" point of view. The algorithm is based on keyword relevancy and quality scores not where the files are be moved around to. So once again, get your fucking analogy right. It's more like "fishing" than "deframenting."
If you don't understand this concept than you probably need to first realize that Google really isn't a "Search Engine" in the true sense anymore, but is now more of "Global Advertising Network."
