He doesn't state explicitly that affiliates get credit for rebills. But It says this:

FYI- I also verified that as of now the only regular CC billing option is a $29.95 rebilling option.

I would call that cheating. If they were doing PPS then they would be stating you an amount you are going to be paid per signup ie $45 not half of a $29.99 one time charge.....
