I think the idea is great. And it does not assume that you will do nothing and everyting will come. The idea is that when you imagine your goal in all details in a positive way, you can just let it go. You do not need to force events and root up a ground. Your mind will tell you when there will be the chance to move in right direction, when to start to act.
This idea is described in much more details in NLP (Neuro-linguistic programming). There are special techniques how to set your goals properly and also very much other useful practical techniques.
