Its not about how the dog is trained, its about how the handler is managing the dog. And the handler was not managing the dog.
If you consider how close the K9 unit was standing to the car/door in relation to other officers ordering the suspect out of the car they felt was enough of a threat to have their weapons drawn, its already fishy.
