If you really believe that then you've never listened to an entire speech of his. He has dozens of pages on his website with detailed proposals for what he would do as president. People who say things like this are just regurgitating what they heard (or read) someone else say.....if you actually took 5 minutes to look you would see that he has just as many, if not more, detailed policy plans than any other candidate in the race.
Also, FWIW, Obama has written most of his own speeches himself, unlike 99% of other politicians.
