He doesn't "have" to win Florida.
John Kerry could have won without Florida had he won in Ohio.
Also, I really think this whole Florida and Michigan thing is being overplayed, it's propaganda by the Clinton machine because seating those delegations would increase their delegate count and keep them in the fight.
I seriously doubt that the way those states vote in November will be affected by the DNC enforcing the rules everyone agreed to over a year ago.
