AIM and ICQ use the same underlying OSCAR protocol - but that doesn't matter. Most phones use SMS for messages as a gateway because then they can charge you per message. See if you can find a phone that has a TCP gateway, or functionality to do so. My shitty old Nokia (no longer produced) phone had 64k of RAM, but with T-Mobile T-Zones, I had unmetered internet for $4.95/mo. With it, and $20 worth of shareware, I could read my email, ICQ/AIM, and (barely) browse the web.
Check another place that starts with the name 'howard'; I can't mention it directly because it's a forum. The search term you want to use might include the term 'mobile phone.' They'll help you out, and are pretty damn knowledgeable.
