I am not sure why everyone jumps to bash each other so fast rather than offering advice and walking away from it.
I dont think $750.00 is low for everyone but then again it is not high either.
The real problem is that other than ccbill for mastercard, there appears to be no option at all for many webmasters.
The requirements of netbilling are simply out of question.
