I'm not exactly sure what you mean, but it just sounds like your home page changes based on the referrer. If that's the case, then when a google spider visits your page, they should get the same page all the time while surfers might get a different page. Unfortunately, this could be seen as cloaking your pages and might get you penalized, but I doubt this would happen since you're not using cloaking in an effort to increase your rankings (right?). While it is borderline, I think you should be alright.

However, if your index page changes all the time (not specific to any surfer based on referrer), then Google should just see this as a page that updates often. For example, any TGP changes everyday with a new set of links so it just means you change the page daily. No big deal, if anything, you might get spidered more often such that the google cache keeps an updated copy of your site like CNN (they get spidered more frequently).
