Do some reading on Mao and you will find that this is not even close to the craziest thing he did or though of doing while in power. In fact shipping 10 million women out of the country only helps them as they would be less of a burden on their economy and food supplies. Not to mention that the woman he would have sent would be people that he was planning on relocating in order to make room for flood planes needed to control the Yangtze River. So in fact this was probably more of a self serving gift than anything else. I guess Mao didn't want the death of millions of women on his hands.
