We could but for what purpose. Lets assume that the inspectors found some more chemical, biological materials and some of the remaining missiles/artillary WMD's left over from 1998. Or even one step further, found them all, and destroyed them. Where does that leave us. Saddam would still be in power and he would demand that the sanctions be lifted, if the sanctions are lifted, in a year or two he will be back to full oil production and acquriing the billions of dollars of income Iraq enjoyed prior to the sanctions. He would now be free to rebuild his military, to once again reconstitute his chemical, biological, missile programs and be free to seek out nuclear materials. In addition if all of his chemical and biological materials were not destroyed in total, he just may decide to provide some to the many terrorists groups that hate the USA and/or Israel.
If the sanctions are not lifted then his people continue to die because he uses the "oil for food and medicine" program for other purposes. By some accounts 2 million have died up to this point because of the sanctions. Would you prefer to see that happen or would you prefer to kill a few thousand in place of a few million?
