I would have to say that cop needs to get fired ... hes probably pist off hes on Glorified foot Patrol ...
However i remember a similiar incident i had with cops ... walking down the street to my car and they jump out and undercover car and flex cuff me and try to accuse me of something i didnt do ...
always have them call thier Commanding officer down if they are over reaching thier authority ... if they do not call as you asked then the next day you contact internal affairs and file a formal compliant.. thats what i did ...
