It's in the general configuration where you settle the PM and avatar sizes and all that stuff. Just scroll down a little bit further and you should see the BB codes boxes. If you see it, you should see the HTML boxes below. There you type in the tags you need to embed YouTube. Make you to allow HTML codes to be used by enabling it on the left.
