We need to lace crack, cocaine, and meth in America with something that will make the user sterile. That should take care of some of the problem.

We need to institute a strict work-for-welfare program where one member of every welfare family must work 40hrs per week in order to be eligible, and they could only draw welfare for 2 years. Family with 3 or more children should not be eligible. That would also take care of some of the problem.
Black people should be offered reperations for slavery. (in the form of a ticket back to Africa) That might also help.
