The UN has issued a number of resolutions since the early 90's,resolution 1441 say's that if Iraq does not account for a list of weapons thay admitted having years ago and hard them over for distruction or explain where they are they would be in breach
All members of the UN signed this, so to go against it now would be not following what was supposed to be the final resolution, it would make the UN a farce.
If the US / UK forcefully disarmed Iraq they would be following the resolution not breaking it as other countries propose

Fact is, Hussein can try whatever he wants, he UN inspectors are there, and if he doesn't cooperate, the UN will attack.
There are multiple steps in resolving a crisis, as there is in entering war.
Step 1: Try to resolve the crisis by diplomatic manners, or adopt UN resolutions to deal with the conflict (in this case, send UN inspectors to disarm Iraq).
Step 2: If step 1 fails, attack them. If it succeed, no need to attack.
Any country who skips step 1 is causing great damage to international right. I am not concerned about the US attacking Iraq, I am concerned with all the other countries that will use this as an excuse to justify a war against another country (china vs pakistan or india, ETC).
America is the greatest power in the world, but with great power comes great resonsibilites. If Hussein is a menace, the UN will agree to attack. One step at a time.
