I think the story was really about the sheriff. During the movie he speaks about the past how the old sheriff didnt even carry a gun and how things changed that he didnt understand. I think he saw it all now as senseless and not worth dying for. Remember when he going into the hotel and no one is there the relief on his face. The hero had lost his nerve.
