This is totally wrong, there are other methods to stop cheaters, you don't have to apply such radical messures.
Just be more carefull when you deal with them, ask for prooves of their honesty. You can easily determinate by many factors if you deal with a scam or not.

I would prefer to have 250 US, Aus and Uk submissions than have 500 international. I only take 100 a day. I only get 90k a day, but I now block all those outside UK, Australia and USA because most cheat. They think they are accepted, but they aren't.
Kinda like the last straw.
