You need to hire a very good makeup artist. Her face needs some serious work that can be fixed some with makeup. If you can afford it maybe some botox.
As for the eyebrows, ew. Do not think anything can fix those. Also reminds me of my great aunt who painted on her eyebrows and it always spooked me out as a kid and I do not have an auntie fetish.
