We put people in jail for smoking a doob to take the edge off and once you get assimilated into the system, they're stuck! It's a lot harder for these folks to get a job once they have a felony in their record! Therefore, we are handicapping these people for life and forcing them to stay in the system. If they can't get a job, they have to do something to put food on the table or commit another crime so they can be guaranteed a bed, food, and a roof over the head.
