Back in the day when I had a 40 hour a week job, with benefits, we used to have what they called "floating holidays." We could pick our own paid holiday besides the typical Thanksgiving, Christmas, New Years.
Since Nov, Dec and Jan all had holidays, and the next one would not be until the end of May (Memorial Day) I always took Groundhog's Day off as a paid holiday.
So yeah, some of us have been celebrating it for many years.
