IMO no, 15 year olds are not to be preyed on by 50 year olds. Other 15 year olds is fine.
The problem with the law on sex is it's an guessing game. As we reach puberty our bodies change in many ways, not just pubic hair but glands inside us produce chemicals that make us want to have sex. Do you make someone a criminal for doing what nature intended?
Adults who prey on younger people are after far more than sex. As the person they prey on gets younger it gets more about control than sex.
Guys who get turned on driving pass a 6th formers are remembering their first sexual experiences and arousals. A totally different thing. What you have to prove is the sites catering for them stimulate the desire or provide a release valve. Sexual crimes have usually dropped as more porn becomes available.

And even though I shoot teens my thing is girls in stockings and suspenders, 25 year olds who will seduce me. Teens, unless they are very naughty and sure of themselves. Look at my work and you see few scared teens. That is what Pedos want, someone to dominate.
