Pedophilia, tradionally speaking is a sexual attraction to children. Not youths, or developed teenagers. There are girls who are pretty much fully developed at 16 years old. Not that I advocade adults being attracted to 16 year olds either mind you.

So dressing up a girl with developed breasts etc in pig tails and a cheerleader outfit does not a pedo make.
