To me a pedo is someone who wants and is attracted to kids who have yet to hit puberty and much younger. Typically a pedo is moving on from the 12 year old to the younger 4 year old where he started at with the first kid.
They are not interested in teenagers with lollypops and pigtails holding teddy bears. That is just catering to the barely legal crowd which is far from what a pedo seeks.
