actually in NY limit you to two boxes at any one time but nothing stops you from going from one store to another not saying anything about the other store purchase
they do this because drug dealers in the past used the stuff to convert it to real drugs so they though limiting it would make a difference.
if i am a drug dealer i get a bunch of boys to go from town to town and store to store to buy them.
after all people do get colds and allergies.
govenment penalizes the people who need the stuff making it hard for them to get it and leave loophools for real drug dealers to get the stuff.
