It was that a Highschool diploma was required...which was reduced to a GED...which has been reduced to scoring within the fourth level. The Army has four levels of classification...when times are good they take only those within the first level...less good...within the first and second level etc. Those in the fourth level have to know reading...writing...and arithmetic...in other words be literate...but not much more.
