I know this may sound a bit silly and all but I was thinking.
California has its own special anti-spam laws.
California has well Hollywood and Porn Valley.
California has a lot of music companies as well.

Now couldn't something be lobbied to be placed into law that would give those in California certain legal rights similar to the anti-spam ones. Individual infringement charges, repeat offenses, and all of that crap. Then we just ignore the actual tube sites and such and go after the up loaders.

Yeah the downside would be that those outside of California would be excluded though I am sure NY and Vancouver would also adapt similar laws as they are also very big in entertainment production.

Upside would be that I am sure it would be a whole lot easier to pass. People would not necessarily assume it is a porn protection law. Then going after end users who do get scared and give a rats ass unlike the tube owners themselves, it should really cut down on the number of member up loaders and thus prevent the loophole in the law.
