I'm not a banker, so I'm probably missing something here, but...
I'm thinking the guy that stocks the machine, the maintenance guy who fixes the thing, the security measures (including any development and production time for such measures) that have gone into the thing, the network costs, the hardware cost of the machine itself... even the property cost of where the machine is located probably costs the bank a sizable amount more than 'nothing.'
A lot of banks let their account-holders use their ATM's for free (all of mine do, anyways)... so (without considering the extra revenue that ATM-oriented marketing might have generated for the bank) that only leaves those who haven't planned otherwise and find themselves needing to grab some more cash - at the exact spot of that the banks have bothered to install their ATMs... to foot the bill of those extra costs.
Like I said, the closest I've come to working in a bank is buying a CD, so I'm probably missing something - feel free to point it out.
With that said, maybe $3 - $6 isn't so much.... I always consider me paying an ATM fee as a "dumbass tax" anyways.
