143 year is really not a long time for wealth to even out. Especially considering forces suppressing their ability to vote, get educated, get jobs, and borrow money to build capital. This will take centuries to balance itself. You can't have one segment of the population own all the money, power, and land, then expect it to be equal in such a short time. Wealth carries on from generation to generation and carries with it the ability to have a headstart in society.
This isn't an excuse as their are elements to the black culture that make an individual more condusive to commiting crimes. But it is important to factor in that crime rises with poverty and lower levels of education.
