Iraq has many more rules and regulations to live up to than the rest of the world. Possessing weapons of mass destructions is not illegal for a country, otherwise the US would be in trouble.
The question is are the Iraqi living up to the regulations set upon them after they invaded Kuwait.

The U.S. is not a regime going around using thier weapons of mass destruction without cause for personal gain ... there is a difference.
Iraq brought the tougher rules upon themselves. If they had a regime that acted civally they wouldn't have so many rules on thier shoulders. But they choose to keep this regime in power so therefore they can live with the consequences.
