to address this question, at one point, we had
explored the investment, process, volume, difficulty, etc of setting up a banking infrastructure in Canada but the interest did not seem to be there. I remember I posted on many of the boards and got something like 3-4 actual responses. It appears that most of the businesses operating in Canada found some other type of solution before/after the change in the visa rules in Nov 2002.
