Maybe the only hold you need is to not send out a paycheck until the issue is resolved, but let them have full access to their account, and speak with them about it. As someone who sends ARS 150+ signups a month, I think I would be offended to have my account put on hold before even getting a phone call or ICQ message.

thats how it should have been handled before. i've seen people a year ago who were pissed about the holds and thinking they were termed or about to be.
