What big tourist city would that be, oh bouncer Yoda? Almost every big bar or club has cops that are assigned there at night, but that doesn't mean they are there for your benefit. If they are there it is because there were problems in the past and they need to be there, and it doesn't matter if you call them, wave them down, or send a fucking smoke signal. If there is a problem they have to address they will either have to write a report, or at the very least an FIC that states they had an issue at YOUR address. Too many of those and kiss your liquor license goodbye...
